What remains uncertain

Oracle's and OpenAI's specific roles (tenant, owner, operator) are not defined in the release. The groundbreaking is reported by press; its exact date is not stated.
The Wisconsin PSC revoked the completeness determination for ATC's transmission application serving the area on Aug. 6, 2026; ATC refiled in September 2026, restarting review. Press-cited analyst estimates put full power in 2028 or later; no company timetable change is confirmed.
The $2.48–2.72 billion estimate reported for ATC's refiled application is a transmission cost, not campus capex.
