What remains uncertain

No capacity or investment figure is stated in the primary texts opened; press reports industrial revenue bonds of up to $165 billion approved by the county in September 2025 as a maximum over the project's life.
On Oct. 13, 2026 Oracle proposed an energy service agreement with El Paso Electric for construction, commissioning and backup power plus customer bill credits; county commissioners objected and press reports Oracle withdrew it at the meeting. It had not been filed with the regulator.
STACK's and BorderPlex's specific roles are not defined; an air permit is reported on hold under a state Supreme Court stay.
