What remains uncertain

LVV issued a request with a hearing (kehotus ja kuuleminen), not yet a binding order; it may issue an order with a conditional fine under section 35 of the EIA Act if the request is not followed.
The suspension lasts until the environmental impact assessment is completed and the reasoned conclusion is available; the EIA report is expected at the end of 2026, so the restart date is not stated.
Site preparation had started (removal of stumps, vegetation and topsoil over slightly under 200 hectares); no building permits had been granted, so data center construction itself had not begun.
Google states a country-wide investment of at least €13 billion; no per-site investment, IT capacity or completion date is published.
